SUBJECT:title

A Traffic Study for the N. Fordham Avenue and Charles Street intersection. Ward 4, Alderman Donnell.

body

PURPOSE:

To determine any warrants for installing all-way STOP signage at the intersection of N. Fordham Avenue and Charles Street.

BACKGROUND:

Both roadways are classified residential, and are the standard widths.  Curb, gutter, and sidewalk are in place for Charles Street leading to the High School.  Speed limits are 25 mph.  The intersection has a two-way STOP, with Charles Street required to Stop when approaching N. Fordham Avenue. NO PARKING DURING SCHOOL SESSION signage is in place for both sides of N. Fordham Avenue. The western stretch of Charles Street continuing towards the High School has NO PARKING DURING SCHOOL SESSION signage on both sides.  The eastern stretch of Charles Street has NO PARKING DURING SCHOOL SESSION signage on the northern side, but has normal parking restrictions on the southern side.  Neither streets are major school bus routes.

DISCUSSION:

Based on the Traffic Studies, neither the traffic volumes nor crash history warrant the installation of an all-way Stop.

The traffic counters on N. Fordham Avenue revealed an ADT 750 vpd, measured in September 2017, during school session (Fordham at Charles 09 2017.pdf).  Speeds averaged 24 mph in both directions.

IMPACT STATEMENT:

No action at this time.

RECOMMENDATIONS:

Staff recommends acceptance of the Traffic Study.
