SUBJECT:
A Resolution authorizing the Director of Purchasing to enter into an agreement with Mid-American Elevator Company, Inc. for elevator maintenance and testing services for City facilities.

PURPOSE:
To obtain authorization to enter into agreement with Mid-American Elevator Company, Inc for elevator maintenance and repair services for City facilities.

BACKGROUND:
To maintain safe, reliable operation and compliance with applicable building codes and regulations, the City requires routine testing, inspection, and preventive maintenance services for elevators within City-owned facilities (facility list attached).

Services for each elevator include quarterly inspections and preventive maintenance, State of Illinois annual testing and certification, and Fire Alarm Initiating Devices (FAID) testing, which is performed on a quintennial basis. Currently, the City uses multiple vendors, but consolidating with one vendor would simplify and improve the administration of the City's elevator maintenance and testing services.

On October 22, 2025, the City advertised RFP 25-191, "Elevator Maintenance and Testing for City of Aurora Facilities" and was viewed by fourteen (14) companies. On November 4, 2025, proposals were received from two (2) vendors: Advanced Elevator Company (Aurora, IL) and Mid-American Elevator Company Inc. (East Dundee, IL) which were evaluated using the following weighted criteria: Organization, personnel and staffing (30%), Company qualifications, experience and references (30%), Project approach (20%), and Pricing (20%) (evaluation tabulation attached).

DISCUSSION:
Following review of both proposals by Facilities Maintenance Division staff, Mid-American Elevator Company Inc. received the highest overall evaluation and is best positioned to provide the City with the required elevator maintenance services.
