SUBJECT:
A Resolution to Award the Waubonsie Lake Restoration Improvements Contract to Lakes and Rivers Contracting, Inc. in the amount of $1,845,000.00.

PURPOSE:
To award the construction contract for the Waubonsie Lake Restoration Improvements, located at Waubonsie Lake Park at the intersection of Kautz Road and Montgomery Road in Ward 8.

BACKGROUND:
In 1991 the City executed an Intergovernmental Agreement (IGA) with the Fox Valley Park District pertaining to the cooperative use of storm water detention/retention systems (R91-88, attached as Exhibit "A"). This IGA outlines the maintenance responsibilities of each party for various storm water detention/retention systems, one such system is Waubonsie Lake. Based on a study completed in 2012, the lake has met the necessary criteria for sediment removal via dredging.

DISCUSSION:
Bids were opened and read aloud on June 30, 2016. The tabulation of the 5 bids received is attached as Exhibit "B". In addition to the base bid, bidders were encouraged to provide an alternate bid utilizing construction methods other than those shown in the base bid. Three alternates were provided, as summarized below:

Fox Excavating (lowest alternate provided): modify the dam downstream of the lake to dewater the lake faster than through the use of pumps as provided for in the base bid.

Lakes and Rivers (second lowest alternate provided): utilize a series of barges to mechanically dredge the lake without dewatering.

Earthwerks (highest alternate): dewater the lake and truck the material offsite rather than depositing onsite.

It is our recommendation to award to Lakes and Rivers, even though they are not the lowest alternate provided. It is our opinion that there are significant advantages with removing the sediment without dewatering, including benefits to aquatic life, minimized impacts to users of the park facility, minimize...
