An Ordinance Granting a Special Use Permit for a six (6) Modular Classroom Units in effect until September 2018 on the property located at 85 S. Constitution Drive being west of Constitution Drive, south of Galena Boulevard. (St. Paul Lutheran Church - 17-00781 / AU19/1-16.092-Fpn/R-Su/R - AM - Ward 5)

PURPOSE:
The Petitioner St. Paul Lutheran Church is requesting approval of a Special Use Revision to extend the use of the six (6) Modular Classroom Units until September 2018 on the property located at 85 S. Constitution Drive to allow for permanent classrooms to be constructed. .

BACKGROUND:
The Subject Property is located at 85 S. Constitution Drive on 10.5 acres and is the home of St. Paul Lutheran Church and school, with R-1(S) One Family dwelling zoning as part of the Reimer's Special Use Planned Development. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.

In 2009, the Church received approval for a Special Use for 6 modular classrooms for a period of 3 years. The Campus already included a school for its nursey, pre-school and kindergarten. However, the modular classrooms were to accommodate the relocation of the 1st grade through 8th grade programs from their east side campus which was sold. The temporary modular classrooms were intended to allow time for the School to raise the capital to construct a permanent structure. In 2012, the Church received an extension of the Special Use for another 3 years in order to evaluate options due to the financial downturn and low enrollment at the school. Then again in December 2015, the Church received an extension of the Special Use through July 31, 2016 with conditions that a permanent solution be developed.
