A Resolution to Award the McCoy Drive Repairs to Alliance Contractors, Inc.
PURPOSE:
This Resolution will award the construction contract to make repairs to McCoy Drive pavement and drainage areas just west of the Underpass.
BACKGROUND:
The pavement experienced unusual heaving during last winter which required lane closures. The roadway at this location has multiple pipeline crossings and utility access points that have created a non-uniform sub-base and poor pavement drainage.
DISCUSSION:
Plans and specifications were prepared to install new storm sewers, underdrains, parkway grading and a composite concrete & asphalt pavement. This project was advertised for bids and proposals were publicly opened on August 13, 2014. The lowest responsible bid was submitted by Alliance Contractors, Inc. in the amount of $192,349.82. The bid also included an alternate item to use high early strength concrete that will add approximately $4,000 to the final cost. We recommend awarding the contract to Alliance Contractors for the unit prices submitted for an amount not to exceed $204,000 to allow for the high early concrete and other additional costs that may be ordered by the Engineer. The 2014 City Budget provides $204,000 for this item in account no. 340-4460-431-73.91.
IMPACT STATEMENT:
During construction McCoy Drive between Oakhurst Drive and Frontenac Street will be closed for a period of no more than 4 weeks. School District #204 has been notified of the pending closure to take place in September/October of this year. The school district will also be notified 7 days prior to the actual closure. Traffic will be detoured using a posted route of Eola Road, New York Street and Commons Drive.
RECOMMENDATIONS:
I request the proposed resolution be adopted.
