PURPOSE:
Staff is seeking a resolution to approve an intergovernmental agreement with the Illinois Department of Transportation for work associated with the grade separation of IL Route 34 over the Canadian National tracks and corresponding Ordinances.

BACKGROUND:
As part of the Surface Transportation Boards approval of the Canadian National acquisition of the E,J,&E Railway Company, a precedent setting requirement of a grade separation of IL Route 34 was imposed as a stipulation of the approval. The project as a whole will cost approximately $32,800,000 with the Canadian National Rail Company required to contribute 67% and the Illinois Department of Transportation the remaining 33%.

DISCUSSION:
The City of Aurora will be required to participate in funding of the project at a total cost of $306,350. This participation can be broken into three categories; traffic signal participation, decorative upgrades, and water main relocation/placement.

The City will receive a credit of $98,000.00 from the Illinois Department of Transportation for impact on existing trees along the corridor. With this credit, the City will be required to contribute a net total of $208,350.00 toward the improvements.

The traffic signal contributions are standard IDOT participatory charges that include replacement of emergency vehicle preemption equipment.
