A Resolution Concerning the Review of "Closed" Executive Session Minutes
PURPOSE:
To provide for the opening of previously closed executive session minutes.
BACKGROUND:
"Closed" executive session minutes have been reviewed through May, 2016.
DISCUSSION:
As one can see from the two attached Schedules, "A" includes those closed session minutes that there still exists a basis for keeping confidential, and "B" includes those minutes which no longer require confidentiality, and can therefore be available for public inspection.
IMPACT STATEMENT:
No impacts.
RECOMMENDATIONS:
Approval of the Resolution is recommended.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City Council has met from time to time in closed executive session for purposes of discussion of authorized matters pursuant to the Illinois Open Meetings Act, 5 ILCS 120/1 et seq. ("the Act"); and
WHEREAS, as required by the Act the City Clerk has kept written minutes of all such executive session meetings; and
WHEREAS, it has been determined that a need for confidentiality still exists as to the executive session minutes from those meetings set forth on Schedule "A" attached hereto; and
