Resolution Authorizing the Director of Purchasing to Execute the Engineering Services Agreement with HR Green, the Mayor to Execute the Local Agency Agreement for Federal Participation with the State of Illinois, and to Appropriate Motor Fuel Tax Funds for the Montgomery Road Bridge Project

PURPOSE:
This Resolution will Approve the Engineering Services Agreement, Authorize the Agreement to Utilize Federal Funds and Appropriate Motor Fuel Tax (MFT) funds for the Montgomery Road Bridge Project

BACKGROUND:
Montgomery Road crosses Waubonsie Creek between Kautz Road and US Route 34. The single span bridge carries one lane of traffic in each direction and includes wide striped shoulders and raised 5' sidewalks. The north shoulder is separated from traffic with delineators and serves as a connection between sections of the Waubonsie Creek Trail. The bridge was constructed in 1977 with Pre-Stressed Portland Cement Concrete Deck Beams. The Deck Beams have areas that are spalled and delaminated with exposed rebar. Due to these conditions, the superstructure is eligible for Federal Funds for Engineering and Construction Costs.

DISCUSSION:
The city intends to rehabilitate the bridge to meet current standards including replacement of the deck beams, new railings and safety improvements including a protected multi-use pathway. The attached Engineering Agreement for Federal Participation - BLR 05610 (Exhibit 'A') from HR Green, Inc. in the amount of $90,028.72 will provide Phase I Preliminary Engineering Services.

The city has secured Federal Highway Authority Funds to cover 80% of the engineering costs. The attached Local Agency Agreement for Federal Participation - BLR 05310 (Exhibit 'B') will provide the Federal Funds.
