SUBJECT:
A Resolution Accepting the Dedication of a City Watermain Easement for the Redwood Watermain Project on the property located at 1901-87 W. Galena Boulevard (West Aurora Plaza, LLC c/o Cloverleaf Group - L15-00294 / AU19/2-14.315-DED/E - AM - Ward 5)

PURPOSE:
At the City's request, the Petitioner, West Aurora Plaza, LLC c/o Cloverleaf Group filed a petition with the City of Aurora on March 27, 2015, requesting a City Watermain Easement at the property at 1901-87 W. Galena Boulevard. The requested easement will allow the City to replaces an aging water main and provides additional redundancy by "looping" the dead-end to an existing dead-end fire hydrant on the Westminster Presbyterian Church's property.

BACKGROUND:
The Subject Property is located at 1901-87 W. Galena Boulevard and is part of the West Aurora Plaza shopping center with B-2(S) General Retail zoning, which is part of the West Aurora Plaza Special Use Planned Development.

DISCUSSION:
The Redwood water main from Illinois to Plum has had several breaks over the past few years, and the breaks are beginning to occur more frequently. In addition, the service and fire hydrant serving the West Aurora Mall is on the City's dead-end watch list. The dead-end watch list was created to keep a record of lines that are at risk of water quality and water pressure issues. These dead-ended water main has no redundancy in case of failure. This can jeopardize fire protection, and potable water quality and volume. The proposed project replaces this aging water main and provides additional redundancy by "looping" the dead-end to an existing dead-end fire hydrant on the Westminster Presbyterian Church's property. This better serves both parcels and 5th/3rd Bank with improved fire protection.
