SUBJECT:
Resolution to award a contract to H. Linden & Sons Sewer and Water, Inc.in the amount of $68,830.00 for the 2019 Driveway, Sidewalk, and Drainage Improvements project in Ward 1 and Ward 3.

PURPOSE:
To reduce the frequency and severity of flooding in two neighborhoods.

BACKGROUND:
The City installed 7 driveway berms in the Borealis Terrace neighborhood in the fall of 2018. Following the spring 2019 rains, 3 additional residences requested driveway berms. These driveway berms help keep stormwater within the public right-of-way. See Exhibit A1 for a project location map.

Stormwater accumulates in a low point along South Smith Street and occasionally overflows down a pair of driveways, flooding the rear yards of multiple properties. Lowering sections of the sidewalk along South Smith Street and George Avenue will re-direct the overland flow to the George Avenue right-of-way. See Exhibit A2 for a project location map.

The 2019 Driveway, Sidewalk, and Drainage Improvements project was publicly advertised for bids. Exhibit B is the project advertisement. The bids were received, opened, and read aloud on August 28, 2019. The four bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from H. Linden & Sons Sewer and Water, Inc. of 722 E. South St. Unit D, Plano, IL 60545.

DISCUSSION:
The bid from H. Linden & Sons Sewer and Water, Inc. was the lowest responsible bid. Project B049 account 280-1852-512.81-90 in the Stormwater Management Fee Fund has a remaining balance of $3,095,000.

IMPACT STATEMENT:
During construction, lane closures will be necessary within the project limits and residents will temporarily lose driveway access.

RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.
