SUBJECT:
Requesting Authorization for the Mayor to Execute the Local Agency Agreement for Federal Participation with the State of Illinois, the Director of Procurement to sign the Engineering Agreement with Crawford, Murphy and Tilly, Inc., and the Appropriation of Motor Fuel Tax Funds for the Farnsworth Avenue Improvements Project, MFT #13-00302-00-BR.

PURPOSE:
This Resolution will Authorize the Intergovernmental Agreement to Utilize Federal Funds, Approve the Engineering Services Agreement and Appropriate Motor Fuel Tax (MFT) funds.

BACKGROUND:
In 2014, the City began the Engineering to improve Farnsworth Avenue from Sheffer Road to Mountain Street. Improvements will include the installation of new watermain, storm sewer, replacement of the triple culverts at Indian Creek with a new pre-cast deck beam bridge, raising of the street profile to alleviate flooding, roadway reconstruction and resurfacing.

The city has secured Federal Highway Authority Funds to cover 80% of the participating construction and engineering costs. The attached Local Agency Agreement for Federal Participation - BLR 05310 (Exhibit 'A') provides these Federal Funds. The City's total cost for this project is expected to be $1,482,318 which includes the city's 20% share and $324,500 for watermain replacement (non-participating construction).

The City of Aurora is the lead agency responsible for overseeing construction and has retained Crawford, Murphy and Tilly, Inc. (CMT) to provide full time on-site construction inspection. The attached Engineering Agreement (Exhibit 'B') from CMT is in the amount of $427,600.59. ...
