SUBJECT:
A resolution to award the S. Fordham Avenue and Lancaster Avenue Sanitary Sewer Improvements to Superior Excavating, Co., 424 San Carlos Road, Minooka, IL 60447 located in Ward 4.

PURPOSE:
To provide separate sanitary services for properties that currently have a combined sanitary service that is partially located on private property.

BACKGROUND:
The two locations of this project are the southwest corner of the S. Fordham Avenue and W. Galena Boulevard intersection and Lancaster Avenue north of W. Galena Boulevard which can be seen on the location map attached as Exhibit A. The City's Water & Sewer Maintenance Division was previously notified by several homeowners at each location regarding basement back-ups that occurred. After some investigation, the Engineering Division determined that multiple services are tributary to insufficiently sized 6" collector sewers located on private property at both locations. These current configurations do not meet the Illinois Environmental Protection Agencies sanitary sewer design standard specifications. The City is proposing to install new sanitary sewers and services so that each property will have a separate service to a public sanitary sewer as required by the IEPA. Temporary construction easements will be obtained where it will be necessary to perform work on private property.

DISCUSSION:
Four bids were received, opened, and read aloud on April 10, 2019. The bid tabulation can be seen in the attached Exhibit B. The lowest total bid in the amount of $313,707.00 was submitted by Superior Excavating, Co. The sanitary sewer improvements will be funded with account 510-4063-511-73-14 which has a 2019 budget of $3,000,000.00 (IB018). This contract is subject to the local vendor preference ordinance.
