SUBJECT:
A Resolution Approving a Professional Services Agreement with HR Green Inc. for the Two Way Conversion of Galena Blvd.

PURPOSE:
To Obtain Approval for a Professional Services Agreement with HR Green Inc. for the Two Way Conversion of Galena Blvd.

BACKGROUND:
This project is part of an ongoing effort to simplify and enhance access throughout the City by converting the old one way system to two way operations. In the public meetings held in June of 2013 for the New York Street conversion, there was a clear concern voiced from residents with regards to the staging of the conversions and the short term additional traffic on New York Street due to delaying the Galena improvements. Staff's traffic model confirms the concern. It is recommended by staff that both New York and Galena be converted concurrently.

DISCUSSION:
The proposed two way conversion on Galena differs slightly from the New York Street proposal; in that, the lower traffic volumes allow us to maintain the existing parking lane. There will be some minor loss in parking in the vicinity of intersections to allow auxiliary lanes.

It is anticipated that construction would begin mid-summer and be complete in 2014. This schedule is tentative due to pending IDOT approvals.

IMPACT STATEMENT:
Little to no impact on staff. The conversion should allow for easier emergency vehicle response. Average speeds on Galena Blvd. are expected to be reduced at least 3-5 MPH due to the conversion.


RECOMMENDATIONS:
Staff recommends approval of the aforementioned purchase Professional Services Agreement.
