SUBJECT:
Requesting approval of a professional services agreement with ADS Environmental Services to provide a water system leak detection analysis of the City of Aurora's system over a three period and to provide on-call detection services when emergencies arise. The rates of the on-call detection services were also established in the proposal and will vary based on the needs of the system. The contract is for an amount not to exceed two hundred thirty-six thousand, six hundred forty dollars and thirty-two cents ($236,640.32) for a three year term, with extensions based on mutual agreement between the City and the consultant.

PURPOSE:
Leak detection programs are commonly instituted to pinpoint the locations of existing leaks in the system preventing those leaks from turning into larger breaks in the system resulting in more costly repairs of the system and unplanned loss of water to the users. The discovery and repair of leaks also goes a long way to eliminate unaccounted water loss from the City's water system.

BACKGROUND:
The City has used ADS Environmental Services in the past and has been satisfied with the services they provided. The City is also utilizing another leak detection contractor currently to locate any repairs required in the system along the roadways to be resurfaced this summer.

DISCUSSION:
The leak detection analysis of the City's water system is critical to the management and maintenance of the system and service provided to the City's residents. The project will be funded by account 510-4063-511-38-47. The attached Exhibit "A" shows the three proposals for these services that were received and that ADS Environmental Services was the lowest bidder. The fees for 2016, 2017, & 2018 are not to exceed $76,448.00, $78,848.00, & $81,344.32.
