TO: Mayor John Laesch

FROM: Elizabeth Coronado Abrego, Interim Chief Human Resources Officer

DATE: September 12, 2025

SUBJECT:
A resolution authorizing Sun Life Insurance to provide life insurance services for January 1, 2026, through December 31, 2026.

PURPOSE:
To obtain authorization to continue an agreement between Sun Life Insurance and the City of Aurora.

BACKGROUND:
Sun Life Insurance has been our benefits provider since 2019 and offers additional voluntary plans for accident and critical illness coverage. The 2025 Basic Life and Accidental Death & Dismemberment (AD&D) rates are .076/.02, respectively.

Sun Life was most recently sent out for bid in 2023. The City chose not to make changes this year in order to minimize disruption for members.

Below is a summary of historical Life rate increases.

DISCUSSION:
There will be no increase to the Basic Life and Accidental Death & Dismemberment (AD&D) rates. The current rates are guaranteed through 2026, as the City successfully negotiated a rate hold. The City proposes to stay with Sun Life as they are holding the rate the same for basic employee coverage in 2026. The City will revisit and test the market in 2027.

IMPACT STATEMENT:
NA.

RECOMMENDATIONS:
Place on finance committee agenda for approval to City Council.
