TO: Mayor Thomas J. Weisner

FROM: Joseph Hopp, Superintendent of Maintenance Services

DATE: September 4, 2014

SUBJECT:
Authority to accept the bid from Geneva Construction for the patching of the RT 59 commuter lot in the amount of $76,091.60

PURPOSE:
The RT 59 commuter lot asphalt is deteriorating. A Capital Improvement Project ("CO-95") Route 59 Transit Center Resurfacing has been approved as a five year project. It is planned to resurface large sections every year until the entire lot is resurfaced and striped.

BACKGROUND:
Crawford, Murphy & Tilly ("CMT") was hired to provide construction documents for RT 59 commuter station parking lot improvements. Their scope of work includes Construction Documents, Bidding Services, and Contract Administration for the patching of the RT 59 lot.

This is the fourth year of CIP CO-95. This year the east lot will only be patched since in 2015 the entire RT 59 Commuter station is planned to be redesigned with additional exits/entrances. The 2015 project will include the resurfacing of the asphalt in the east lots.

DISCUSSION:
Geneva Construction was the only company that submitted a bid for the RT 59 lot patching. Their proposal of $76,091.60 is within 5% of the engineer's estimate. CMT has recommended Geneva Construction for the fourth phase of the resurfacing of the RT 59 commuter lot (attached).

In the 2014 Capital Improvement Plan project #C0-95, account 530-4434-437.73-20 Capital Outlay - Improvements / Parking Lots has $200,000 budgeted for the resurfacing of the RT 59 Commuter Lot.

IMPACT STATEMENT:
The patching of the RT 59 east lot will only include only areas that are deteriorating to the point that they could be tripping hazards or require daily patching during the winter months. The construction will be done on a weekend so that the weekday commuters will not be impacted.

RECOMMENDATIONS:
I request the proposed resolution be adopted to accept the bid from Geneva Co...
