SUBJECT:
A Resolution Authorizing Well Maintenance Services for Well No. 127 for the Water Production Division.

PURPOSE:
To obtain City Council authorization for Layne Christensen Company (Layne), 721 W. Illinois Avenue, Aurora, IL, to perform all necessary services as described in Layne's proposal letter (attached) to return Well No. 127 to full operational and functional status.

BACKGROUND:
Well No. 127, located at 1048 Almond Drive, is a shallow well with the pump and motor setting at 102 feet below the surface and is normally capable of supplying approximately 1,000,000 gallons of water per day. Routine testing of the well by Water Production Division (WPD) staff and tracking of that test data indicated that the electrical function of the motor or electrical cables was compromised which may lead to an ultimate failure of the equipment. To prevent a failure, which could lead to a significantly more costly repair to the motor, Layne advised the WPD to remove the pumping equipment from the well for further inspection and testing in order to confirm the exact electrical problem.

Subsequently, under a not-to-exceed purchase order of $12,000.00, Layne has recently completed the removal of the pumping equipment and has determined the flat cable motor link to be faulty. As with all well equipment removal, other repairs and improvements are normally completed given the opportunity of having the equipment removed from the well and accessible.

DISCUSSION:
The total estimated cost of all proposed and recently completed work by Layne to restore Well No. 127 to operational status is $39,500.00. A detailed breakdown of the estimated costs is presented in Layne's proposal letter.

The city entered into a Professional Services Agreement (PSA) with Layne in 2012 under Resolution No. R12-290, which provides a 5% discount on all labor and field s...
