SUBJECT:
A resolution approving the appointment of Deborah A. Lang to the office of assistant corporation counsel.
PURPOSE:
To formally confirm Attorney Deborah Lang to the newly-created office of assistant corporation counsel.
BACKGROUND:
On July 9, 2019, the City Council will consider Legistar Item 19-0446, which among other things, proposes to create the City office of assistant corporation counsel and defines its duties. At present, the City Code is silent as to the nature of the position, which custom and practice has treated the title exclusively as an employment classification. If the Council approves Legistar 19-0446, the position of assistant corporation counsel becomes an appointive City office with defined duties. As has traditionally been the case, the Mayor appoints all assistant corporation counsel with the advice and consent of the City Council.
DISCUSSION:
Ms. Lang was hired as an assistant corporation counsel in December 2017 with the advice and consent of the City Council. She continues to be employed in the Law Department holding that position. Because the proposed new ordinance recognizes the position as an office of the City, it is appropriate for the Council to effectively "ratify" her appointment to the newly-created office.
IMPACT STATEMENT:
Because Ms. Lang is currently employed by the City as an assistant corporation counsel, the proposed resolution is a formality associated with the Council's anticipated adoption of revisions to the City Code impacting the Law Department.
RECOMMENDATIONS:
That the Council approve this resolution.
