SUBJECT:
A Resolution to award the South Eola Road Ditch Improvements project located in Ward 8 to H. Linden & Sons Sewer and Water, Inc.

PURPOSE:
To address drainage issues at two locations along the west side of Eola Road between Illinois Route 34 and McCoy Drive.

BACKGROUND:
The Fox Valley Park District contacted the engineering division in early 2017 with concerns about the erosion and maintainability of the ditch in front of the Eola Road Community Center near the Long Grove Drive intersection. Because there are several restricted detention basins upstream of this culvert, there is an almost constant low flow in the ditch which has caused erosion. The engineering division has come up with a solution which involves the addition of a storm manhole and concrete pipe to convey the low flows to the manhole where runoff currently enters the storm sewer tributary to Waubonsie Creek. The Fox Valley Park District has agreed to participate in this process by performing the landscape restoration on all areas disturbed during the construction of the improvements. A location map showing the location of this issue and the second issue described below can be seen in the attached Exhibit A.

In June 2017, Alderman Mervine requested that the engineering division investigate the need for ditch cleanup adjacent to the Oakhurst subdivision detention basin concrete overflow spillway located on the west side of Eola Road approximately 450' south of the intersection with S. Oakhurst Drive. At this location, there is a 30" concrete flared end section that daylights into the ditch. Approximately 130' south of the 30" flared end section there are four 24" concrete culverts which convey runoff underneath Eola Road from west to east.
