SUBJECT:
Seeking authorization for the City Engineer to execute an Engineering Agreement for Professional Services with CEMCON, Ltd. to complete a drainage study of the South Eola Road; Wheatlands Subdivision; Misty Creek Subdivision areas.

PURPOSE:
The basis for this study is to determine possible solutions for flooding issues on South Eola Road at the intersection with Barrington Drive, in the area of the Ellington Drive and Barrington Drive intersection in the Wheatlands Subdivision and the Misty Creek Subdivision area after large rainfall events. This work will entail field surveys & investigation, expansion of previous modeling, refinement of flood routing analyses, Phase 1 design study with exhibits, engineer's preliminary opinion of probable construction costs & a narrative report and preliminary plan & profile views & details.

BACKGROUND:
This study originates from the rain event of April 2013 where South Eola Road at Barrington Drive and the Barrington Drive/Ellington Drive area was flooded for an extended period of time. Pumps were operated at the downstream end of the drainage system to lower the water levels to elevations passable for vehicles.

This study is intended to provide various possible remedies to help reduce the time South Eola Road, an arterial street, is inundated with flooding. Also, it will look at reducing the level of flooding for the flooding event. This is also for the area of the Barrington Drive and Ellington Drives intersection in the Wheatlands Subdivision and the detention basin/flood routes in the Misty Creek Subdivision.

DISCUSSION:
