PURPOSE:

A Traffic Study for a marked Cross-Walk at Sacred Heart Church on Fulton Street from the parking lot on the north side to the church on the south side. 

 

BACKGROUND:

A Resident submitted ACR Case ID 147832 requesting a cross-walk across Fulton Street, between the church and their parking lot to the north.    

 

DISCUSSION:

Fulton Street is classified as a residential neighborhood roadway.  The width is the standard 29.5-ft.  On the south side of Fulton Street, there is an old drive approach now used for pedestrians and as a drop-off and pick-up point.  On the corresponding north side, there is an active, double-wide drive approach which vehicles use to enter/exit the parking lot, and some pedestrians may be using this active drive approach as the north side of the cross walk.  There are no visible pavement markings for this inferred crosswalk currently nor as late as April 2012, although there are two pedestrian crosswalk signs on both the eastbound and west bound Fulton Street approaches. The nearest corner is about 100-ft. to the west, and has a pavement-marked school crosswalk across Fulton Street.

 

The northern side of the proposed crosswalk is also an active vehicle drive approach.  Staff recommends denial because an active drive approach needs to be separate from a pedestrian crosswalk approach.  Staff does not recommend crosswalks for non ADA compliant crossing.  

 

IMPACT STATEMENT:

No impact at this time. 

 

RECOMMENDATIONS:

  Staff recommends denial.
