SUBJECT:
To obtain City council approval for the sale of surplus land, known as Parcels 10-2 and 11-2 located at the Aurora Municipal Airport to the Harner Family Trust.

PURPOSE:
The sale of this surplus land will generate $32,500 of revenue that will be used to fund projects at the airport.

BACKGROUND:
Parcels 10-2 and 11-2 were created as a result of the relocation of Wheeler Road when runway 15-33 was constructed. A lease agreement was entered into in 2000 to allow the Harner family to continue to farm the 2.8 acres. The term of the lease was effectively for two 10-year periods at $10 per year.

In December of 2014 the attorney for the Darryl Harner Trust and Harner Family Properties, LLC contacted the City of Aurora Law Department to see if the City would let them continue to rent, or perhaps purchase the land as the lease was nearing expiration.

Since the City of Aurora was in the initial stages of the land release process with the FAA for Parcel 33-2 it was decided to incorporate the Harner parcels into the release documents to take advantage of the economies provided by the submission of one document to the FAA.

The FAA completed the release of Parcels 33-2, 10-2 and 11-2 in December of 2017 enabling the City to sell them.

The City negotiated with Harner Family Properties, LLC through its attorney, a final purchase price of $32,500 from the initial appraiser's price of $55,000 due to the age of the appraisal and the ultimate use of the property being farming.


DISCUSSION:
The sale of these two parcels will provide $32,500 of revenue to the airport which will help fund several much needed projects.


IMPACT STATEMENT:
The approval of the sale of this property will have no adverse impact to the City of Aurora.
