PURPOSE:
A Traffic Study for the intersection of High Street and Front Street, to review intersection approach, stop sign visibility and need for additional signage.

BACKGROUND:
Received citizen call expressing concern regarding approach speed, especially the southbound bridge approach, as well as motorist stop sign compliance at the intersection of High Street and Front Street.

DISCUSSION:
High and Front Streets are classified as major collector roadways, approximately 37 feet in width, with 30 mph posted speed limit. The intersection of High Street and Front Street is all-way stop controlled, with existing street lighting on the northeast and northwest corners. There are existing stop signs, stop bars and crosswalk pavement markings for all intersection legs. Field check revealed one existing speed limit sign, in the vicinity of the High and Front Street intersection, which is for the eastbound intersection approach, near the intersection of Lincoln Avenue and Grove Street.
Recent speed study, for the southbound High Street approach, north of the intersection with Front Street, revealed an average vehicle speed of 27 MPH.

IMPACT STATEMENT:
Street Department and APD resources.

RECOMMENDATIONS:
Staff recommends Street Department install an advance stop ahead warning sign, for the southbound High Street bridge approach, install advance speed limit signage (southbound, westbound, northbound intersection approaches), tree trim in advance of the existing intersection stop signs, for the southbound and eastbound approaches, refresh stop bar and crosswalk intersection pavement markings (southbound, eastbound, northbound intersection approaches), field check intersection stop sign night retro-reflectivi...
