SUBJECT:
A Resolution to award the W. Downer Place Sewer Separation project to Swallow Construction Corporation in the amount of $2,276,234.95 located in Wards 4 and 5.

PURPOSE:
To install new storm sewer removing stormwater from the combined sewer system along W. Downer Place, S. Rosedale Avenue, S. Evanslawn Avenue, S. Randall Avenue, S. Calumet Avenue, and Park Manor. This is the second phase of the Garfield Avenue Sewer Separation project completed in 2019. The two projects will remove approximately 100 acres of surface runoff from the combined sewer system.

BACKGROUND:
A new storm sewer will be installed to remove these surface drainage flows from the combined sewer system. The downstream 60" storm sewer was installed in 2001 and extended along Garfield Avenue in 2019. Separate storm sewers have also been previously installed on Randall Road and Evanslawn Avenue that are currently connected to the combined sewer system because storm sewer outlets were not available at that time. These storm sewers will be removed from the combined sewer system upon completion of this project. A location map is attached as Exhibit A to show the limits of the project. This project will help satisfy the requirements associated with the City's Long Term Control Plan and the City's Illinois Environmental Protection Agency Combined Sewer System Overflow.

DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Nine conforming bids were received, publicly opened and read aloud on January 29, 2020. The low bidder, Swallow Construction Corporation, has successfully completed similar projects for the City in the past.
