SUBJECT:
A Resolution to award the Garfield Avenue Sewer Separation project to Superior Excavating Co. located in Wards 4 and 5.

PURPOSE:
To install new storm sewer removing stormwater from the combined sewer system along seven blocks of Garfield Avenue west of Le Grande Boulevard.

BACKGROUND:
A new storm sewer will be installed to remove these surface drainage flows from the combined sewer system. The downstream 60" storm sewer was installed in 2001 with the intention of eventually being extended to the west. A future second phase will involve extending the sewer north on Randall Road to W. Downer Place and then west to Rosedale Avenue. Separate storm sewers have also been previously installed on Randall Road and Evanslawn Avenue that are currently connected to the combined sewer system because storm sewer outlets were not available at that time. These storm sewers will be removed from the combined sewer system once phase 2 is completed. In addition, a homeowner on Garfield Avenue near the Calumet intersection has recently reported basement backup occurrences and the removal of stormwater from the downstream combined sewer will help prevent that from occurring again. A location map is attached as Exhibit A to show the limits of the project. This project will help satisfy the requirements associated with the City's Long Term Control Plan and the City's Illinois Environmental Protection Agency Combined Sewer System Overflow Permit.

DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Six conforming bids were received, publicly opened and read aloud on May 15, 2019. The low bidder, Superior Excavating Co., has successfully completed similar projects for the City in the past.
