Request to proceed with appropriate procurement procedures utilizing Infrastructure and Technology Committee funds to address drainage issues at seven locations throughout the City.

PURPOSE:
To extend storm sewer at seven locations addressing localized drainage issues. The engineering division has been contacted by residents at each of these locations requesting assistance to address drainage concerns. Maps with preliminary design improvements are included as Exhibits A - G and a preliminary cost estimate is attached as Exhibit J.
BACKGROUND:
Four locations will address drainage issues in public Right-of-Way. These locations can be found at Ashton Court (Ward 9), Coach & Surrey Lane (Ward 5), Crestwood Drive (Ward 6), and Pierce Street (Ward 1).
Three of the locations are a result of homeowners expressing a desire to connect a sump pump discharge and/or roof drains to the storm sewer system. Historically, the City has extended storm sewer to the property line when requested so residents are only responsible for improvements on private property. More specifically these locations include 280 Lakeview Drive (Ward 5), 2975 Partridge Court (Ward 10), and 2151 W. Illinois Avenue (Ward 5).
DISCUSSION:
The project is budgeted for in 2020 within accounts 280-1852-512-81-01(B010, Entire $200,000.00 budget to be utilized pending City Council approval) and 280-1852-512-81-23 (B037, $400,000.00 budget for storm sewer extensions) if the bids come in over $200,000 as estimated. If approved to proceed, the proposed improvements will be publicly advertised and bid in conformance with City procedures.
IMPACT STATEMENT:
The will be local road closures during the construction of these improvements.
RECOMMENDATIONS:
I request approval to move forward with the bid process for these improvements.
