SUBJECT:
A resolution awarding Phase 2 Professional Engineering Services Agreement to HR Green Inc. for Downtown Two-Way Conversion of Downer Place, Galena Boulevard and New York Street

PURPOSE:
To seek approval to award HR Green Inc. the Professional Engineering Services Agreement to conduct Phase 2 engineering for Downtown Two-Way Conversion of Downer Place, Galena Boulevard and New York Street.

BACKGROUND:
As part of City's ongoing effort to convert existing one way streets to two way streets, the City has so far completed three major phases including, the Downer Place and Benton Street two way conversion between Broadway to Lake, the conversion of both New York Street and Galena Boulevard from Broadway east to Smith Street and Ohio Street respectively and the conversion of Lake Street and River Street from Gale Street to New York Street along with jurisdictional transfer of River Street from IDOT to the City. All three phases have been received well.

This next phase is proposed to convert Downer Place between Broadway Street east to State Street, Galena Boulevard and New York Street between Broadway and Lake Street from one-way street to two-way.

DISCUSSION:
The proposed two-way conversion will need signing, pavement marking and necessary signal improvements to accommodate two-way traffic along the streets within the segments specified above. Lake Street and Broadway Avenue are under IDOT's jurisdiction-District One. Hence, an intersection Design Study (IDS) for two affected Lake Street intersections and the three affected Broadway Avenue intersections will be required. The two-way conversion will involve associated traffic signal modifications at eight (8) intersections for all three streets involved:

- Downer Ave. at Broadway Street
