A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Local 1514, Council 31 American Federation of State, County and Municipal Employees AFL/CIO.
PURPOSE:
To obtain authorization to execute a Labor Agreement Between the City of Aurora and Local 1514, Council 31 American Federation of State, County and Municipal Employees AFL/CIO.
BACKGROUND:
Local 1514, Council 31 American Federation of State, County and Municipal Employees AFL/CIO contract expired on 12/31/2012. Negotiations began on 5/8/2013 between City of Aurora and Local 1514.
DISCUSSION:
Upon the completion of the tentative agreement, the Union ratified the contract on 12/1/2014. Highlights of negotiated terms include revised health insurance plan design language including an HDHP with an HSA and movement to Plan C; language allowing the City flexibility to make plan design changes and changes to insurance to comply with Affordable Care Act; wage increases of:
1/1/2013: 2.50%
1/1/2014: 2.25%
7/1/2014: 0.50%
1/1/2015: 2.25%
7/1/2015: 0.50%
1/1/2016: 2.25%
7/1/2016: 0.50%
In addition, implemented New Hire 13 Pay Steps; ability to temporarily place employees during leaves of absence; drug and alcohol policy revisions such as lowering the test standard from .04 to .02 and automatic testing for accidents or injury. A detailed summary of contract changes is attached hereto.

That the City Council authorize the execution of a Labor Agreement Between the City of Aurora and Local 1514, Council 31 American Federation of State, County and Municipal Employees AFL/CIO, for the period of 1/1/2013 through 12/31/2016.
