SUBJECT:
A resolution to award a Contract to Len Cox & Sons Excavating of 1203 Theodore Street, Crest Hill, IL 60403 for the Lake St. Sewer Separation Project in the amount of $1,220,677.50.

PURPOSE:
The Lake St. Sewer Separation project disconnects existing surface drainage from the combined sewer to a dedicated storm sewer. Additional capacity has been provided in consideration of future redevelopment. The project limits are from Downer Place south towards the mid-block between Cross St. and Gale St. The project is connected with the two-way Lake St. and River St. conversion. The opportunity to direct surface drainage to a dedicated storm sewer system prior to the two-way conversion will reduce future disruptions to traffic patterns. This project meets part of the City of Aurora's objectives in the combined sewer overflow Long Term Control Plan.

BACKGROUND:
The two-way conversion of Lake St. and River St. provides an opportunity to combine traffic disruptions into one construction season by including the storm sewer installation proposed by the Lake St. Sewer Separation project. Lake St. is an Illinois State Route (IL-31) and disconnecting surface drainage to dedicated storm sewers meets the objectives set forth in the City of Aurora's combined sewer overflow Long Term Control Plan. Plans were advertised for bid January 14, 2015, with a bid opening January 28, 2015. Len Cox & Sons Excavating submitted the lowest responsible bid at $1,220,677.50. Time constraints associated with the project to avoid interferences with the Public Library opening require a March 9th start date, with a May 15th date to be finished with construction activities between Benton St. and Cross St.
