SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class A: Package Sales and Class B: On-Site Consumption Licenses. There has been a change in the corporate structure of Casa Blanca Supermercado, Inc., at 770 Claim Street, Aurora, IL 60505. Corporate ownership has changed by over 50%, however, this is an increase in the percentage ownership of a current owner only, to 100% ownership.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
Casa Blanca Supermercado, Inc., is located at 770 Claim Street, Aurora IL 60505, and has submitted an application to renew two City of Aurora liquor licenses based upon a change in over 50% of the ownership of the corporation. Casa Blanca Supermercado, Inc. has held a City of Aurora liquor license since 2009 and seeks to maintain their current licenses as 1) a restaurant with on-site consumption and 2) package sales (beer and wine only). The restaurant offers a full menu of meal options.

Attached is the renewal application reflecting the change in the corporate structure, submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the licenses by the Commissioner. City staff has been working with the business owners to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.
