SUBJECT:
A Resolution Authorizing the Appointment of Keefe Jackson as Deputy Chief of Police for the City of Aurora, Illinois.

PURPOSE:
To obtain City Council approval of the appointment of Keefe Jackson to the position of Deputy Chief of Police for the Aurora Police Department.

BACKGROUND:
Due to City Council approving an amendment to an ordinance that previously limited the choice of Deputy Chief to the Commander rank, the Chief of Police had the opportunity to choose from a larger candidate pool of qualified individuals.

DISCUSSION:
The newly appointed Chief of Police, in conjunction with Human Resources, invited all police officers holding the rank of Lieutenant and/or Commander who were interested in applying for the position of Deputy Chief and/or Commander to submit a resume. Eight (8) internal candidates submitted resumes and were interviewed.

The reinstatement of the position allows for a clear delineation of a second in command for the Aurora Police Department.

RECOMMENDATIONS:
It is recommended this item be forwarded to the City Council for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
