A Traffic Study for Four Seasons Blvd. and Montgomery Road. Ward 3, Alderman Mesiacos

PURPOSE:
To review traffic congestion on Montgomery Road impacting the Four Seasons Blvd. intersection, and determine appropriate action.
BACKGROUND:
Alderman Mesiacos contacted the City Traffic Engineer, expressing concern about traffic blockages to the southern entrance on Four Seasons Blvd. on Montgomery Road as presented to him by a resident.
DISCUSSION:
Generally in the PM peak, heavy traffic will back up and interfere with the normal flow of traffic in and out of Four Seasons Blvd. Traffic Signal reconstruction is underway on Hill Avenue and Montgomery Road, which will connect it to the Traffic Management Center at city hall which should allow City staff to better address traffic demand in this area. This improvement may address the existing concern.
The do not block driveway signs are relatively ineffective and have an increased crash rate associated with them.
I generally prefer not recommend them due to increases crash rate. We did have one installed last month at a truck facility but the need was associated with the rail crossing so when it was needed there was a reduced chance of crashes due to lack of opposing traffic.
Staff recommends we hold this item for three months to allow recent improvements to be completed and operational. This delay may address the situation.
IMPACT STATEMENT:

RECOMMENDATIONS:
Staff recommends holding item until first meeting in October.
