SUBJECT:
A Resolution Approving a Revision to the Final Plan to add a dual drive-thru for McDonald's located at 711 E. New York Street. (McDonald's/Watermark Engineering Resources, Ltd. - 15-00666 / AU22/4-15.170-Fpn/R - TV - WARD 2)

PURPOSE:
The Petitioner, Watermark Engineering Resources, Ltd., on behalf of McDonald's, is requesting approval of a Final Plan Revision to add a dual drive-thru at 711 E. New York Street.

BACKGROUND:
The Subject Property is located at 711 E. New York Street and is currently utilized as a McDonald's Restaurant with B-3(S) Business and Wholesale District zoning, which is part of the Delray Farms/McDonald's Special Use Planned Development. The property is located on the southeast corner of New York Street and Union Street and received Final Plan approval for the McDonald's in 1996.

The details of the Final Plan Revision proposal include the construction of dual drive-thru lanes in the rear of the existing McDonald's to increase drive-thru efficiencies. In order to make this site modification and to maintain the vehicle flow around the building, the parking spaces along the east property line will be removed reducing the number of parking spaces from 46 spaces to 39 spaces. There are currently 62 seats within the restaurant and based on the City's parking requirement of 1 parking space per 3 seats, 21 parking spaces are required. Thus, the number of parking spaces provided is still exceeding the requirements by 18 spaces.

In addition to the drive-thru improvements, the Petitioner is proposing to make ADA improvements to the site, including new sidewalks, crosswalks, ADA concrete parking stalls and signage. New displays and menu boards are being installed for the drive-thru lanes and landscaping is being supplemented around the menu boards and the building.
