SUBJECT:
Requesting approval for the issuance of a Carnival License to Windy City Amusements Inc. / Fox Valley United Way for a carnival to be held at the West Plaza Shopping Center on May 14-17, 2015.

PURPOSE:
Windy City Amusements Inc. and Fox Valley United Way have applied for a Carnival license to be held at the West Plaza Shopping Center parking lot on Thursday, May 14 from 5:00 p.m. to 10:00 p.m.; Friday, May 15 from 5:00 p.m. to 10:00 p.m.; Saturday, May 16 from 1:00 p.m. to 10:00 p.m.; and Sunday, May 17 from 1:00 p.m. to 8:00 p.m.

BACKGROUND:
Windy City Amusements Inc. has held carnivals sponsored by Fox Valley United Way in the past. In addition, Windy City Amusements has also operated numerous carnivals in Aurora, sponsored by a variety of local charitable organizations, for over a decade.

DISCUSSION:
The applicant has provided the required insurance and bond documentation, a copy of the event layout, an application for an Operational Permit from the Fire Prevention Bureau, and a consent letter from West Plaza Shopping Center confirming their approval to occupy the east side parking lot from May 14-17, 2015.

City Staff (Fire Prevention, Police Department, Law Department and the City Clerk's office) will work closely with them to ensure additional requirements (IL Dept. of Labor ride operation permits, Kane County Health Department certificate, Fire Prevention operational permit) are met prior to the issuance of a license. Additionally, as required by the State of Illinois, all operators, attendants and assistants will be appropriately screened, and a list of these employees will be provided to the office of the City Clerk prior to the event.
