SUBJECT:
A Resolution Establishing Dental Insurance Monthly Rates Effective January 1, 2015

PURPOSE:
To establish the 2015 dental rates for the City of Aurora's dental plan for participating employees and retirees.

BACKGROUND:
Each year the dental rates are adjusted based on the actual claims experience from the previous last full benefit year within each of the three tiers of coverage employee, employee+1 and family. The city participates in the Blue Cross Blue Shield optional dental discount network in order to offer reduced dental costs and increase plan savings when network dental services are utilized

DISCUSSION:
Proposed dental rates required for 2015 compared to 2014 reflect an increase of 5.58% single, 7.29% Single +1, and a decrease for family of 5.13%.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, it has been determined, on the basis of past actual claims experience, projected loss experience and dental costs, that the rates set forth herein represent equitable and reasonable amounts for eligible participants in the Plans; )
