PURPOSE:
Ordinance Authorizing the sale of the southerly 1/2 of City owned real estate known as 350 & 352 West Illinois Avenue with PINC(s) part of 15-15-351-002 & 15-15-351-002 to Eloisa Ruiz, who owns the property directly east of the are to be sold. Under the terms of the proposed sale, Ruiz will pay the City One Dollar ($1.00) and consolidate the land with her current parcel. This sale only includes the southerly 1/2 of the said properties. The City will continue to owner the northerly 1/2 of the properties until an agreement can be reached with a new owner of 650 Grand Avenue which is presently in foreclosure.

BACKGROUND:
In October 2011 the City of Aurora purchased the property at 352 West Illinois Avenue and in July of 2012, the City purchased the property at 350 West Illinois Avenue with density reduction funds. The houses on each property have been raised. The properties are exempt from Real Estate Taxes. The lots to be split and given to the adjoining land owner are legally described below:

THE WESTERLY 97 FEET OF LOT 2 IN BLOCK 1 OF THORWORTH AND
FULTON'S ADDITION TO AURORA, IN THE CITY OF AURORA, KANE
COUNTY, ILLINOIS.

DISCUSSION:
The City has made this type of arrangement before with adjacent owners in order to dispose of vacant City-owned lots.

IMPACT STATEMENT:
Vacant property can be placed back on tax rolls. City of Aurora no longer responsible for maintenance and upkeep of said property.

RECOMMENDATIONS:
Place on Finance Committee Calendar (August 13, 2013 Agenda) for approval to City Council.
