SUBJECT:
An Ordinance Granting a Special Use Permit for Educational Services Use with a Final Plan for West Aurora School District 129 McCleery Elementary at 1002 W. Illinois Avenue (Whitt Law LLC - L15-00752 / AU17/4-15.162-Su/Fpn - TV - Ward 4)

PURPOSE:
The Petitioner, Whitt Law LLC, is representing West Aurora School District #129 and is requesting approval of a Special Use for Educational Services (6100) with a Final Plan for the property located at 1002 W. Illinois Avenue for McCleery Elementary School.

BACKGROUND:
The Subject Property is located at 1002 W. Illinois Avenue and is zoned P - Park and Recreation District with McCleery Elementary School as a longtime grandfathered use.

McCleery Elementary School was originally built in 1956. Mobile classrooms were added in 2007. The present capacity of the school is 625 students, not including the double classroom mobile units currently in use. The current enrollment of the school is 676 students, therefore, the building addition is to accommodate the needed classrooms in hope of eliminating the mobile unit from the site.

The Final Plan proposal consists of the construction of a 5,730 square foot building addition which will include classrooms and other related educational facilities at the northeast corner off of the east wing of the school. A thirty-eight (38) space parking lot addition is also being proposed in the triangle area between the two Illinois Avenue entrances. These parking spaces are identified as being for staff use.

DISCUSSION:
Staff has reviewed the Special Use petition and have sent comments back to them on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
