A resolution Authorizing a Contract with Martam Construction Inc., 1200 Gasket Dr., Elgin, IL 60120 for the E. Galena Blvd. & E. Downer Pl. Sewer Separation, Water St. to State St. project in the amount of Nine Million, Eight Hundred Thousand, Nine Hundred and Eighty-Nine Dollars and Seventy Cents ($9,800,989.70), pending the approval of a loan from the Illinois Environmental Protection Agency (IEPA) Water Pollution Control Loan Program.

PURPOSE:
The construction of the proposed underground improvements will reduce the frequency of combined sewer flows discharged to the Fox River, reduce the number of basement back-ups and provide new water main along the corridor of the project.

BACKGROUND:
As part of the Clean Water Act, the Environmental Protection Agency created the National Pollutant Discharge Elimination System which resulted in several permits for the City of Aurora. As part of one of these permits, the City was required to create a Long Term Control Plan (LTCP) to reduce pollutants entering the Fox River and Indian Creek from their combined sewer systems. This sewer separation project is a required milestone of the LTCP created by the City to satisfy the permit it holds with the IEPA.

DISCUSSION:
This project is to be constructed in 2016 and 2017. The current 2016 budget shows the full value of the Loan No. L175350 In account 281-1856-512-73-09 which will cover the approximate $6,758,000 cost for the storm sewer and sanitary sewer improvements. The award of this contract will be contingent on the receipt of this loan from the Illinois Environmental Protection Agency. Approximately $2,730,000 of the contract is to cover water main improvements along the project corridor, which will be covered by 2016 and 2017 funds from account 510-4058-511-73-02.
