SUBJECT:
A Resolution to award a contract to Geneva Construction Company in the amount of $4,648,733.10, and to appropriate $3,500,000.00 of MFT Funds for the 2026 Citywide Street Resurfacing - WEST/NORTH project.

PURPOSE:
To award the Construction Contract for the 2026 Citywide Street Resurfacing - WEST/NORTH project and to appropriate Motor Fuel Taxes (MFT) by Illinois Department of Transportation (IDOT) Resolution for MFT Section No. 26-00000-00-GM.

BACKGROUND:
The City maintains nearly 1,300 lane miles of streets with a pavement wearing surface life expectancy of 20 to 25 years. Like last year, the 2026 Citywide Resurfacing Project has been broken up into 2 separate contracts. This Construction Contract includes the resurfacing of 22.2 lane miles of streets throughout the City. Both of the 2026 Citywide Resurfacing Projects combined will resurface a total of 44.0 lane miles of streets. In 2024 the City resurfaced 38.4 lane miles, and in 2025 the City resurfaced 43.0 lane miles.

DISCUSSION:
The invitation to bid for this project was posted on March 31, 2026. A copy of the posted bid documents is attached as Exhibit 'A'.

Bids were opened and publicly read on April 16, 2026 (Bid No. 26-033). The bid tabulation for the 3 bids received is attached as Exhibit 'B'. Please note that Everlast Blacktop Inc. is considered a non-responsive bidder since their company does not meet the project specifications. The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $4,648,733.10 which is 8.81% less than the Engineer's Cost Estimate. A copy of the submitted bid is attached as Exhibit 'C'.
