SUBJECT:
A Resolution to award the Morningside Avenue Water Main Replacement contract to Brandt Excavating, Inc. - Ward 3

PURPOSE:
To provide increased water service to Morningside Avenue and several homes on Sixth Avenue connected to the section of water main to be replaced.

BACKGROUND:
The water main on Morningside Avenue has a history of breaking. Replacement of the main is required to prevent future breaks and inconveniences to users. The existing water main is currently looped to Sixth Avenue through several side and rear yards. This project will include the replacement of the looped connection to the Sixth Avenue water main. An alternate alignment for the backyard section was included in the bid which ended up providing the desired lowest bid. City easements are being sought from 784 Morningside Avenue, 788 Morningside Avenue, and 785 Sixth Avenue which will be executed prior to executing a contract with Brandt Excavating, Inc.

DISCUSSION:
A location map showing the limits of the proposed improvements is attached as Exhibit A. The project is budgeted for in 2017 within account 510-4063-511-73-02 (IC071). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Eight bids were received, opened and read aloud on August 9, 2017. The base bid and alternate bid tabulations are attached as exhibits C & D. A copy of Brandt Excavating, Inc.'s bid is also attached as Exhibit E.

IMPACT STATEMENT:
Morningside Avenue and Sixth Avenue are not thru streets so there will be little traffic impacts during the project. The water will be temporarily shut down several times during the project and a couple of residents may have limited access to their driveway at times. No other impacts to residents are anticipated.
