PURPOSE:
The petitioner, The City of Aurora, is proposing a Rezoning Petition to downzone property from R-4 Two-Family Dwelling District to R-3 One-Family Dwelling District located at 121 N. Highland Avenue.

BACKGROUND:
This Rezoning petition was referred by the City Council to the Planning and Zoning Division on November 12, 2013.

DISCUSSION:
Development Proposal:
The proposal consists of downzoning the property from R-4 Two-Family Dwelling District to R-3 One-Family Dwelling District. The proposed zoning will allow for a single-family house to be constructed.

Evaluation:
Staff has reviewed the Rezoning petition. The proposed downzoning is consistent with the City's long standing density reduction policy. In addition, the proposed R-3 zoning will match the zoning of the surrounding neighborhood and the eventual single-family use of the Subject Property.

The Subject Property is designated Low Density Residential land use on the City of Aurora's Comprehensive Plan, which the proposed rezoning is in accordance said land use.

The Planning Commission recommended approval of the Rezoning petition.

Public Input:
Due public notice was given for the public hearing on this matter. No witnesses came forward at the hearing. As of the date of this memo, staff has not received any public inquiries regarding this petition.
