Resolution Authorizing the Director of Purchasing to sign the Engineering Services Agreement with HR Green, Inc. for the Paramount Riverwalk Promenade Project
PURPOSE:
This Resolution will Authorize the Phase II Engineering Services Agreement to prepare Permits and Bid Documents including Plans, Specifications and Estimate of Cost for repairs to the Riverwalk Promenade located next to the Paramount Theatre Buildings from Downer Place to Galena Boulevard.
BACKGROUND:
The Paramount Riverwalk Promenade is a concrete and brick walkway that overhangs the Fox River and connects sidewalks from Downer Place to Galena Boulevard. The walkway is supported by concrete encased steel cantilevered beams from the adjacent Paramount buildings. The original construction of the main structural components date back to 1915. Other additions and renovations to the Promenade were done in 1977 and 1994.
DISCUSSION:
In 2016, the city began a program to inspect Pedestrian (Ped) Bridges and the Paramount Promenade. The Ped Bridges were found to be in good condition. The Promenade was determined to be in fair to poor condition with spalled and deteriorating concrete, exposed rebar and extensive deterioration to some structural elements. The inspection also identified the Promenade near Downer Place to be a 3" slab on a pan joist system that limits loads to 1 Ton. Due to the condition and load limits identified in the report, the city has posted that no motorized vehicles are allowed on the Promenade. This restriction has limited the city's ability to fully utilize the Promenade. The 3 Ped Bridges and Promenade were inspected for a total cost of $16,371. The Promenade's report is attached as Exhibit 'A'.
