PURPOSE:
To determine need for adjustment to parking regulations required by traffic congestion due to vehicles parked to drop off or pickup students for Fred Rodgers School.  
 
BACKGROUND:
A resident submitted ACR Case ID 88518 expressing concern for traffic congestion due to vehicles parked to drop off or pickup students for Fred Rodgers School.  
 
DISCUSSION:
Root Street already is signed for 'No Parking Any Time" on east side for northbound traffic.   On Root Street there is a painted double yellow offset to the east.   This allows for appropriate roadway with on the west side for both parking and a south bound thru lane.   College Avenue has parking on both sides of the roadway except on the approaches to major intersections. The width of College Avenue is substantial enough to allow for two parking lanes and two way traffic.   There is a substantial need for on street parking.   To restrict parking would cause an undue burden on neighboring streets and provide only a nominal improvement to traffic flow during peak periods.    While parking restrictions would have a negative impact throughout the day, the restriction would only provide a nominal improvement traffic flow for a very limited time frame.
