SUBJECT:
Request to accept the proposal of LSA Planning of Alexandria, Virginia in the amount of $28,940, as the most qualified and highest scoring based on the factors of previous experience, project approach, proposed personnel, price, and quality of proposal to create 2020-2024 HUD required Consolidated Plan (ConPlan) and to update the Neighborhood Revitalization Strategy Plan (NRSA).

PURPOSE:
Staff seeks approval for the award of Proposal 19-22 (Attachment A) to LSA Planning in the amount of $28,940 to assist in the creation of the 2020-2024 ConPlan and NRSA. The goal of this contract is to assist staff with community outreach, data analysis, and other requirements included in the Department of Housing and Urban Development (HUD) required five-year plan. (For information regarding the City's current 2015-2019 ConPlan, please see the ConPlan's Executive Summary, Attachment C.) This proposal will also assist in the update of the NRSA (Attachment D) to meet HUD requirements to amend the NRSA's geographic boundaries, establish new priorities, and conduct community outreach where necessary. (For information regarding the City's current NRSA Plan (amended in 2011), please see the NRSA's Information Summary, Attachment D.)


BACKGROUND:
A public notice was published on March 11, 2019 for Request for Proposal 19-22 (RFP). The RFP package was sent to 150 firms and also posted to the City's website. The RFP included the evaluation of five components to qualify the proposals, with all proposals due on April 12, 2019. Each of the five components, including previous experience, project approach, proposed personnel, price, and quality of proposal, was worth 20 points each for a total score of 100.
