PURPOSE:

This is a two-day festival celebrating Hispanic Culture.

BACKGROUND:

This event has been held at RiverEdge Park for approximately the last 5 years.  It is coordinated by the Hispanic Heritage Advisory Board, Aurora Regional Hispanic Chamber of Commerce and Dollars for Scholars.

DISCUSSION:

Expenditures for this event are budgeted in account # 101-1341-450.50-56.

Organizers are planning various activities over the two day period: a stage with 12 acts, carnival, dancing horses, food vendors, beer sales, sponsor booths, and children's activities.

A Temporary Liquor License has been applied for, for the sale of alcohol (beer only). Serving will be done by the Northern Illinois Tejano Cultural Society.  Volunteers will be BASSETT certified.  COA is covering the dram insurance and COI.

A Music Festival Permit and Carnival Permit are also in process with the City Clerk's Office.

IMPACT STATEMENT:

City Services requested:

MVPS: Block off the entrance to the lot the evening prior.  Remove overhead wires if necessary.  Assist with notification to commuters of lot closure.

APD: Personnel as deemed necessary to ensure a safe event.

Fire Prevention: Inspect all food vendors

Streets: deliver barricades to block Lincoln from Spring to Claim.  Sweep the lot after the event if necessary.

In the planning of the event other services may be requested.

RECOMMENDATIONS:

I request the proposed event be forwarded to the Government Operations Committee for review and approval.
