SUBJECT:
A Resolution establishing the maximum number of liquor licenses by class.

PURPOSE:
To approve the change of ownership of a currently licensed business and maintain the current number of Class B - Onsite Consumption liquor licenses.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
FJC Restaurant, LLC will be taking over the restaurant at 470 Hinman St. Suite C, Taqueria Los Cuates. This change represents 100% ownership change. The new owner's lease is effective as of December 1, 2025. FJC Restaurant, LLC will continue to operate Taqueria Los Cuates with little to no changes, just with 100% new ownership. Approval for the issuance of a new liquor license is being sought. A distance reduction hearing was previously held for the current owners, therefore, the terms of operation issued with the reduction hearing remain in effect for the new owners. There is no entertainment allowed at this business and the allowed hours are 9:00 a.m. until 9:00 p.m. Monday through Sunday. The liquor license applicant currently owns and operates El Festin at 518 S Lake Street where she holds a liquor license as well.

If approved, this resolution will maintain the number of Class B licenses, as indicated in the accompanying Exhibit A, and will allow for the issuance of the license by the Liquor Commissioner to the new owners.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development and to bring additional revenue to the City of Aurora.

RECOMMENDATIONS:
Staff recommends that this resolution be approved.
