SUBJECT:
A resolution authorizing procurement of an Enterprise Agreement ("EA") for GIS software from Environmental Systems Research Institute, Inc. (ESRI) of Redlands, CA in the amount of $562,100.00, for a three-year term.
PURPOSE:
Renewal of ESRI's ArcGIS software licensing to meet the City's growing needs for Geographic Information System (GIS) and support for the GIS platform. These costs are annual licensing costs for three years.
BACKGROUND:
ESRI software has been used for GIS mapping since 1996 and is a critical part of the City's operations. The number of datasets and mapping applications steadily increases each year as the GIS division increases the user base of the GIS platform. The GIS platform is available for all departments to use, with the administration of the platform being the responsibility of the GIS Division.
DISCUSSION:
The City of Aurora has standardized on ESRI software for GIS mapping. This software is utilized by GIS staff, as well as all departments throughout the organization. It also interfaces with and provides mapping information for the Sensus water meter reading system, Development Services' land files and TRAKiT, Public Works JULIE tickets & Asset management software, Customer Service's 311 application and the City's 911 Computer Aided Dispatch (CAD) system.
With the continued evolution of the GIS Division to develop a geo-spatial strategy, digital twin, open data platform and the desire to expand GIS usage within departments, the City has decided that entering into an Enterprise Agreement for licensing with ESRI was more economical and strategic than purchasing items required individually.
