SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class I - Package Liquor by one (1) license for each classification, increasing the total maximum number of Class I licenses to 1.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
Colleen's Flower Baskets, Inc., d/b/a Flower Basket, located at 302 N. Lake Street, has submitted a liquor license application seeking Class I license for the purpose to sell wine to the general public alcoholic liquor in original packages only, for consumption off the premises where sold, in conjunction with sales of floral arrangements or specialty baskets only.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the licenses by the Commissioner. City staff has been working with the business representatives to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:
I am recommending that this resolution be referred to the Government Operations Committee for consideration at its meeting to be held on January 12, 2016 with referral by the Government Operations Committee to the Committee of the Whole meeting to be held on January 12, 2016.
