SUBJECT:
A request to ratify payment of $34,680.00 to Holian Asbestos Removal & Encapsulation of Spring Grove, Illinois, for work completed at the prior Aurora Fire Department Station 7.

PURPOSE:
To approve payment for work already completed at the site of old fire station #7 at 824 Kenilworth Place.

BACKGROUND:
Once the new fire station 7 was completed, old fire station 7 was demolished. Midwest Environmental Services (MES) of Yorkville, IL was hired to manage the asbestos inspection and removal from the old fire station. MES obtained informal bids for the demolition and removal of materials containing asbestos or lead. When the bid was received, removal of the materials from the site was quoted on a per-dumpster basis. The original purchase order was submitted for $11,230.00, which only accounted for a single dumpster of material being hauled away.

DISCUSSION:
When the bids were received for the tear-down and removal of materials containing asbestos and lead, the bid contained a per-dumpster price. It was unknown at that time how much building material contained asbestos or lead. Prior to demolition, it was known that the roof of the station contained asbestos. Testing on interior walls revealed that they contained lead-based paint. When it was discovered how much asbestos and lead the building contained, it was determined to be more cost effective to treat all of the material as tainted than it would have cost to separate "clean" material from that containing asbestos or lead. This required hauling the materials to a further landfill that would accept the materials, as well as an increased cost for the materials containing asbestos and lead.
