SUBJECT:
An ordinance adopting the 2015 International Property Maintenance Code with local amendments and modifications of Rental Housing standards, plus enumeration of nuisances.
PURPOSE:
To adopt a newer version of the model code to match our recent building code series adoptions, to better protect our neighborhoods, landlords, tenant occupants and citizenry. Proposed local amendments address neighborhood group concerns about lodging houses and proactive enforcement for non-license related enforcement. It additionally creates a framework for the code official to address landlord concerns about system efficiencies and creation of a performance based licensing program which will be structured to benefit landlords with better inspection passing percentages.
BACKGROUND:
Our currently adopted model code, the 2000 International Property Maintenance Code was adopted in 2000, and amended with crime free housing initiatives in 2008. These new provisions address enforcement and clarity gaps in our ordinance identified by neighborhood groups and staff. This proposed adoption is the several year work product of Property Standards, Planning and Legal staff. Lodging house provisions were the subject of neighborhood group meetings, work shop meetings with Aurora Police COP officers, a public open house, newsletter publications including all licensed landlords whom have provided email contacts, and exposure on the city web page for questions and answers https://www.aurora-il.org/1927/Code-Development.
DISCUSSION:
Approving this amended 2015 IPMC code will provide Property Standards division with code provisions consistent with the newly adopted building codes and better tools to address Neighborhood concerns and tenant safety.
